Uploaded file permissions

Right, i have a script on a website that uploads the file and shows the correct link when it's uploaded it.
The problem is, despite the file being there it's not setting the correct permissions, if i CHMOD the file to 755/777 it shows fine. Even if the folder is set to 777/755 it doesn't carry onto the file.
