Gas Safety Inspection my Arse!

I recieved the letter below from British Gas which threatens to get Magistrates to let them perform their safety inspection which was actually just a meter reading. I cant imagine the magistrates being very impressed with BG wasting their time to read a meter on the outside of a house.:
Dear Mr Munter
For your safety, we are required by law to inspect your gas meter every 2 years and urgently need to visit your property to do this. Unfortunately we’ve not been able to access your meter over the last 18 months.
We have arranged to call again on 11 January 2008 for a Safety Inspection and need someone to be at your property to let us in. This visual inspection should only take a few minutes and will give you peace of mind that your gas meter is working correctly.
If the above date is not convenient for you, please phone us immediately on 0845 955 5300 and we’ll arrange a more suitable time to visit your property. We can offer morning, afternoon or evening weekday appointments, and can also visit your property on a Saturday.
What happens next
If we do not hear from you, we will call at your property to inspect your meter on the above date. If we’re unable to inspect the meter on this date, due to our legal obligation, we will have no option but to apply to a Magistrate for authority to enter your property to carry out this essential inspection and reading. We would like to avoid this, and agree a suitable appointment with you. As a British Gas customer, we will call to read your meter every three months to prevent this situation from happening again.

Now basically I didn't need to do any of that. The bloke turned up today and read the meter and left before I realised he'd arrived. So what the hell were they on about. I could understand it if the meter was in the house. But I phoned them to say it wasn't and re-arrange the time. "No sir you still have to be there".
What a bunch of muppets.
