Sound to video synchronizing problem

When watching online videos on the laptop i get synchronizing issues with a lot of the content i watch online. Streaming media such as NASA TV and the BBC iplayer seem to be ok, but clips such as youtube and even videos i have taken off my phone seem to go way out as if the picture has slowed down.

Any ideas?
