His passenger could be picking up something from the floor at the time, doing the shoelaces up or be in the boot, it proves nothing.

How is having a lane that cars with only 2 or more people in going to ease congestion?

The same amount of cars are going to be used.

Only now we will have one lane that will hardly get used and everybody else will have to squash into the remaining lanes.

Trying to force people not to use cars with only one occupant? With our public transport?

Dream on!!

Which will create conjestion. Which in a study in a 12mths or so will be used to justify bringing in congestion charging. Which is the actual point of the excercise.

How will they identify the driver...? You can't see their face and the number place is completely illegible.

funny thing for me is: it a max £30 fine.

So let me get this straight, when/if the £25 congestion charge comes into operation, and you're faced with the choice = sit in traffic for 2 hours, or pay £30 to use the "no traffic" lane for £5 more than driving in London, it doesn't actually seem like a bad deal?
