If you sell goods in Norway and Switzerland, do you add the VAT to the product you are selling, or leave it off as you do for the US?

Neither Norway nor Switzerland are in the EU, so you should not have to add VAT onto any sales invoices you issue to customers in those countries.

Is it not optional? not that you would do it anyway.

I've never come across anbone willingly charging their customers VAT when there was no obligation to do so.

In theory however, for non-EU exports of goods, you are charging VAT - at Zero percent.
