iPhone voicemail error

I've had my iPhone for about a week and can't set up the voicemail. This is how far I've got:

1. Enter a voicemail password
2. Re-enter voicemail password
3. Choose voicemail greeting (either default or standard)

I then get a dialogue box up saying 'Voicemail Error. Try again later.'

Can anyone help?

PS. It's a standard, legit, non-hacked 8GB iPhone on O2.
