...to get an Alcantara covering for the E46 Sport steering wheel, like a CSL?

Just buy the CS wheel mate. Loads on ebay.de for around €150 delivered.

And ones that are bobbling for around half that, but if you use some 1200 grit sandpaper on them they look like new.

Or just buy the CSL wheel of ebay and take the paddles off.
