I always carefully move people's bikes who park like this.

After warning a scooter rider several times of his thoughtless parking in a bay, as I was leaving on evening, i pulled his bike out and left it outside the bay, where I'm sure he duly got a parking ticket

scooters exist to kick over for your pillion to use as a step to get on the bike easier


EDIT: why are some bike bays soo small though? the one at burton hospital for example is that small a cbr125 doesnt fit in it, so you can imagine how much of my 14 was over the edge when i parked next to the cbr yesterday.
