electric window problem????

hope someone can help. drivers side window has got slower and slower at going up! , and now its that slow i need to give it a helping hand to go up.
qestion is
(A) when did the up rated chips ie the(control box in the boot)for the windows become standard?
(b) if anyones had this problem themselves what was the fix ie new motor for the window or something else.
the cars a 1999 t plate if this helps.
