But if Joe Bloggs was driving about in his classic-road-tax-exempt car without displaying his disc / worthless bit of paper, and BiB should see this, he'd be getting a £60 fine would he not? Im sure one member here suffered this exact fate (although his was merely parked up outside his house).Would be interesting to see what the response on here would have been had this thread been "Fined for not displaying my exempt road tax disc"

DVLA then decide what action to take & all they are really interested in is hitting those who should be paying & haven't.
I still wouldn't take out a car with no tax displayed though
There's bound to be truth in that. They are training so need to know how to deal with nearly every event which means doing that task whether it be issuing a fixed penalty or just having a word with someone. Just because they give you a ticket doesn't mean they are a jobsworth. Also they won't be able to issue you with an FPN for no tax because the only teams that can give them are RPU and ANPR.
I don't know about your particular area, but in general newer PC's have a bit less discretion. They need to learn the ropes, and they can only do this by paperwork. I'm a street-duties instructor, and I always encourage them to put pen to paper. It teaches them how to write evidence. They may not care about the particular infringement being reported, but if they can write good evidence for a minor offence, it stands them in good stead for the big stuff. It also taeches them something more important, and that's how to handle confrontation. Again, this will prepare them for what I call "real Police work".

For which they are exempt...as are hackney carriage drivers etc etcIf you haven't got any tax then you may well get stopped and spoken to, to ascertain why there isn't any rent in the screen, but a fine i doubt!

Thanks for that useful insight.They of course do have an exemption in law from seatbelt usage, they don't for failing to display a tax a VEL.

Of course it's the polices job to enforce the law and report or arrest people breaking it but as soon as they do that you get everyone on PH saying that they are overzealous and should be doing something better with their time. Of course that's when members of the public have the one rule for me and one for others attitude but we won't go in to that. You just need to look through all the pages on S P & L to see countless posts of "got done for speeding but I wasn't hurting anyone so what's the problem, they should be doing something else instead of booking me".
