MK 4 Golf GT - remapped power and economy?

What torque can be reliably extracted from the most suitable Mk4 Tdi Golf with sensible cost mods, eg ease breathing with back box and filter swap + top re-map / boost hike - also (by switchable secondary map?!) what economy on 70 mph motorway cruise
I just read in Golf+ of a MK4 with 250 bhp (so presumably 250+ lb ft) however mods were not mentioned - anyone know what they were? - Or know of top tuners in this field (who dont have pretentious pricing!)
Over 220 lb ft with fuel con in 70s at 70mph cruise is target (may use larger diameter wheels / tyres to make use of extra torque to lower revs if necessary)
What is largest diameter tyre that will clear on compression and steering - perhaps 2" increse without reduction in profile?
