The seller has told you a load of bks IMHO. A 2000 7-series will definitely have a transponder key. Assuming your key has a transponder chip in it, you need to take the car to BMW to have it coded, or follow the instructions in the handbook although if you have no working keys I doubt you can do anything other than go to a dealer. If you don't have a transponder key, you will have to get one. >£100 normally I'm afraid.

if u have a brand new key turn the ignition (p2) on for 20+ seconds, the EWS will roll the codes around to align with the key...if all is well with EWS then the 7 will start after the time has elapsed. no coding is required unless there is a problem with either DME or EWS

Depending to the shape remote key you have there is a sequence to initialise it for the remote locking PM for this

hi all thanks for all your input, advice and help i now have some more info if anyone can help i would be very gratefull as said before a new key was ordered from bmw which bmw have said will start the car but upon trying it will not start i bought the car through auction and have now found out that the car was lifted by the dvla for no tax etc when i say lifted i mean actually cradled in the air and put on the back of a recovery lorry so bmw are now saying there is a button located on the car which will need to be reset but they wont tell me where it is located other than it is under the car somewhere and want £50 to book the car in and a further £47 per hour on top which seems a hell of a lot to push a button when trying to start the car i unlock to doors and open the drivers door and a bleeping sound starts straight away also the led light on the dash flashes and the outside hazard lights flash i turn the key in the ignition and everything on the dash lights up but the car will not crank over neither do the lights on the dash dim so it must be a safety cut of switch please please can anyone help thanks in advance for any help or advice cheers sean
