Can this be done at the Post Office?

I have about £100 worth of first class stamps and was under the impression they can be treated as legal tender. Is this true?

IIRC they can be treated as legal tender but the shopkeeper etc has the right to refuse them. Take them to your post office and see if they will swap them for cash. I doubt they will want to!

I'll offer you £20 for them.

I think the question to ask is why you have £100 of first class stamps.
