Vw Golf 1.4 Tappet issue?

Can you help..
Wife has a 2002 golf 1.4, the engine seems to pull back occasionally, almost fuel starvation type pull, I have had it all checked and all seems fine, fuel filters replaced, engine flushed etc, car has done 62000 with full service, timing belt has been changed etc - the tappets are quite noisy - is it possible that these are not lifting as they should and that is causing the problem - no engine management light on or anything and no faults detected when plugged in to Diagnostic ...

coil pack + new leads should fix it, also clean throttle body
