Merc 190 clutch?

Hi all, my sister has a 190 petrol that she wants to sell for spares or repair but "the clutch pedal is on the floor", whatever that means!! Are they cable or hydraulic? I suspect that the actual clutch is fine it is just the actuation.

Secondly, can anyone recommend somewhere to sell the car for spares or repair? She is in south London and a bit of a dummy about cars, can't even drive.

Also it sounds like the clutch slave/master (or both) cylinders have failed.
