The fan is making a tweeting noise since I presume that something is catching, the noise goes away when accelerating but comes back when in steady speed state. How do you get to the fan? Is this the problem?

Is this a challenge? First we have to guess what model, year and spec your car has?

I know in some models the blower motor is held in place by a strap which fails, allowing the blower to catch in its box. But this gives rise to an irritating clicking sound. I would have thought that the blower motor is your culprit one way or another, however. I say this because any squeaking must be caused by a moving part and this part moves and does so fast.
