I understand that Arch need to make some modifications to the seatbelt mounting points if one is going to use a HANS device.

As a matter of interest, why is this?

Anyway, are the modifications driver-specific or would the modifications be suitable for two different drivers?

It's true, the standard belt mounts are too far apart to go over the top of the HANS device, which is obviously needed for it to do its job.

The mods are unique to driving position, as the mounts are so close to the device itself when you have it fitted.

If you've bought a car with the HANS belt points, then I'd go and have it checked by ARCH to make sure they're within tolerance for you. If not, it's not a dramatically expensive job (particularly when compared to the price of the device itself) once you've got the cage off.
