Why won't my dough rise?

Never had a problem making dough rise before so can't figure this out!

Dough is:

7g yeast (new, not damp or old)
375 ml warm milk
1tsp ground cardamom
2 eggs
200g caster sugar
800g plain flour
50g melted butter
a little salt

dough mixed into warm milk then mixed with eggs and sugar, flour then mixed in slowly, dough hooks for 5 minutes ish then kneaded on the top for another 10.

Didn't move after half an hour in the airing cupboard, now in the oven (not on, just lightly warmed)...

Bugger refuses to move, just sits there looking like a big fat stubborn blob frown

Suggestions?

What kind of yeast is it?

Is it the 'easyblend' stuff you can mix right in, or is it the stuff you need to sit in a warm place to froth before you add the dry ingredients?

What did you do to activate the yeast. Is it dried or fresh? yeast can be killed off with too much sugar or too much heat. Fresh yeast needs just above body temp and a bit of sugar to get it going or did you use the French method in the mixer? need a few more details of how you combined things and timings.

i use lukewarm water with a little bit of honey

put the flour in a bowl, make a hollow

put the water/honey/yeast in there, with a tiny bit of flour thrown in

leave that for ten minutes somewhere warmish with a warm wet flannel on top, then mix it up properly (then let it rise again etc)
