A38 30mph Average speed, near Bassetts Pole

To cut a long story short. Went on hol from brum airport, en route to Brum drove A38 and near Bassetts Pole its a 30mph average speed zone, yet cameras are up, but there are signs saying camera not in use, and everyone still does 30mph. If the cameras are not in use, surely you cant get done for speeding? But why make it 30mph if the cameras are not working. I stuck at 30mph to be safe but Im a little confused? Sayed same a week later when I returned!
