She was initially fully dressed in the Dubai Mall, the world's largest shopping centre, when she was criticised by an Arabic woman for wearing revealing clothing.
Following an argument between the pair the British woman responded by stripping down to her bikini, according to the Daily Mail.
A source from the Dubai police told the Daily Mail that the woman was revealing much of her legs as well as wearing a low cut top but that she decided to take off the rest of her clothing after the Arabic woman stopped to criticise her.
The Dubai Mall contains a number of signs asking women to wear "respectful clothing".
In recent years, despite its reputation for relative leniency among the Arab states, Dubai has prosecuted several British tourists for indecency.
Charlotte Adams, 26, was jailed for a month earlier this year for kissing Ayman Najafi, 24, in a restaurant.
A local woman said she had seen them stroking each other's backs and kissing on the lips.

I knew it'd be there, and I wasn't disappointed!
A photo of an entirely different woman, wearing a bikini, for all those who might have forgotten what 'woman in bikini' looks like.
You can guarantee that the woman in the incident was probably a 50 year old flabby example from Doncaster with breasts hanging down below her knees.A photo of an entirely different woman, wearing a bikini, for all those who might have forgotten what 'woman in bikini' looks like.
I totally disagree with their laws on such things and therefore have no desire to go there for fear of falling foul of one of their, to my eyes, idiosyncratic laws.
That said the lady should not have done what she did and most likely will end up carrying physical reminders of her visit for the rest of her life.

I view them in much the same way I view the village idiot - utter contempt, but with a tinge of pity for their retarded nature.Nat_H said:
I've been to the Dubai Mall , and my fiance dressed with respect to their culture, but we did see several western women dressed in a style to what i'd call "stripper on the way to work, but no time to change when she gets there".
You also have local (or other Arab - e.g. Lebanese) women who dress like (comparative) sluts in public, and most of the others wear designer shoes, accessories & lingerie under their 'modest' clothing. If you come from the right family, or have the right friends, you can do what you want

It's not hard, it's a different culture - act with respect and you will have no issues.
Act like a British chav tt on holiday in Spain, and you'll be in trouble.
Simple.
Spot on.Act like a British chav tt on holiday in Spain, and you'll be in trouble.

Whilst I don't agree with a lot of the laws in Arab countries I do respect them when I'm there.
I certainly wouldn't be so fking stupid to start belittling their beliefs and expect the British foreign office to bail me out.
If they get flogged it's barbaric but it's their own bloody fault.
No sympathy.
