Flash Equivalent?

Hi guys,
I'm looking for something that makes decent flash banners. I'm reluctant to spend money right now. Is there any freeware that I can generate a flash rotating image, with fade in/fadeout?

The trial ware is not something I want to install on my system right now. If there is anything else, can you let me know?
