IMEI Number Blocking

O/H had her iPhone4 stolen about 12 hours ago. A magnificent two weeks of ownership. I don't buy our phones through our service providers as the market is a little different here. Her service provider (China Mobile) won't blacklist the IMEI.
Is there a way around this or is it simply a case of forget it and move on? Would like to cause the tea-leaf a little bit of inconvenience if possible.
