I have bought a used iPhone 3g 16gb and I should get it tomorrow.
First thing ill do is upgrade or possibly downgrade the software. I have done some research and it seems like version 3.1.3 is the best version for the 3g. Any views regarding this?
Secondly, I will need to unlock and jailbreak it. Is blackra1n the best software to do this? I used blackra1n to do my sisters iPod touch 1g a while ago and it was very easy.

Has it been Jailbroken before?
If not, you can't downgrade further than the currently installed iOS version.

No the phone has not been jailbreak before, hopefully the software on it then won't be too new as I have been told you can't jailbreak the new software.

4.1 isn't too slow if you turn the Search off (Spotlight). 4.2 is out soon (it's overdue because of iPad issues) with more tweaks to speed it up.
After you JB, download UltraSn0w via Cydia (source - repo666.ultrasnow.com) .. that should do it (can't confirm, all mine are factory unlocked).

Then upgrade it and see how it feels. If you don't like it, you can then downgrade it again (because you've "saved your blobs").
The wife finds 4.1 fine, but we have switched off SpotLight. I've not turned on MultiTasking either.

"Save your blobs" - When Apple release a new iOS version, they restrict the versions allowed to be installed. You now can't install 3.1.3 via iTunes for example because they have 4.0 and 4.1 available.
When the iOS is being installed it (the phone) needs a code to authorise it. This is got from Apple and Apple only give this code for newer iOS versions, you want to "save" the old ones.
When you "save your blobs" it stores the current code on Cydia's server, so the phone can then re-install the iOS software, even if Apple have restricted it (you also need to tweak a settings/hosts file, but worry about that later if you need to).
Your "blob" (or shsh) is unique for each phone, and for each iOS version.
For example :
I have 3.1.3, 4.0, 4.0.1 & 4.1 "blobs" saved on the Cydia server. This means I can install any of those iOS versions even though Apple wouldn't let me.
To do all the above, you need to JB the phone, go to Cydia and there is a "make my life easier" button.

You sound knowledgable.
If my 3G will not synch via the USB cable ( is not detected by the PC or iTunes, will not be detected in dfu mode or recovery mode) and takes hours and hours to recharge, is it likely I have either damaged the USB/charging IC ?
Other than this everything else works.

Sounds like the USB is boned. Have you tried another cable? Have you got an old firewire one laying about (It'll not charge, but should detect on FW)?
Is this on a PC or MAC? If it's on a PC, have you tried removing the USB devices (in My Computer > Properties > Device Manager - Remove them and then re-scan)?

After abit of research, it seems like updating to 4.1 is a bad idea as its not unlockable using ultrasn0w. This appears something to do with the upated baseband on 4.1
So my next question is, is there anyway for me to update to 4.1 without updating the baseband? Or even update to a slightly older update such as 4.0.1? Just as long as the baseband is still unlockable.

I'm a "one man band" too, and I agree. Pay for what you use.
I just wish the app store had a "try before you buy" .. the lite versions are usually missing the functions you want to try, and the paid version doesn't do what you want.

Okay - Sorry for the duff info. As I mentioned all (5ish) of the iPhones I've owned and played with have been factory unlocked (I've JB'ed a load more though), so never needed to go down the unlock route.So my next question is, is there anyway for me to update to 4.1 without updating the baseband? Use iClarified for .ipsw versions, which holding SHIFT down while selecting Restore in iTunes, will let you choose that version of iPhone Software.
Do a Google search for the 3G/GS baseband retention, which will then let you continue to use Ultrasn0w to unlock it.
The guys at Ultrasn0w are working on unlocking the updated baseband, but in the meantime, this is your best bet.
Battery life is supposed to be better with 4.0.1 or 4.1.
