Just came across this. Truly bizarre, but I sort of see the logic.

Thoughts PH pedal pushers?

Marketing.

You could get the same effect without the full circle - the seatpost is attached to the top of the circle so the part of the circle forward of that is redundant.

You could almost certainly achieve the same affect with s-shaped stays or with use of differing thickness materials.

My dad had a curly hetchins. He also ran some bamboo rims at one point as well in the early 50s.
