"Cycles excepted" or "Cycles only"

Where "Cycles excepted" or "Cycles only" appears on a instructional road sign (eg outside my office is a narrow road with a no entry sign which is marked "Cycles only") what is the definition of a cycle? It is specifically a bicycle or does that it also include motorcycles.
Further, is there any reason why, assuming the sign is put there due to road width only allowing vehicles the width of cycles, is there any reason why powered mobility scooters would not also be included as permitted traffic?
