£100 fine for not displaying tax disc.

What has happened to my wife seems very petty to me.
She drove 250 miles to Edinburgh to visit relatives and parked on the public road outside her Mum's.
The next day she noticed a sticker on her windscreen from Police Servant of Scotland, for Offence 21 for not displaying a tax disc.
1. It is for £100 which seems excessive.
2. You can see what has happened, the Tax Disc is there, it has slipped down.
3. A quick check would prove the car does have tax
4. Isn't it two months before these paper discs are discontinued anyway?
grrrr, not fair.
She has taken the picture on the day of the tax disc, and is going to appeal.
Will the nice person who issued this ticket have had to have taken a photo?
