Off Duty Officer

Simple question could an off duty officer (driving his own car) pull you over on a dual carriageway?

Couldn't be sure if it was a police officer or somebody in a black shirt spoiling for a punch up.

Without going in to any more detail the car was displaying personal stickers, was unmarked, had no lights and was being driven very badly prior to the incident.

I am not 100% sure, but looked like he had a black shirt on and was trying to get me to pull over.

Could have been a military type, or a nut job. Difficult to tell exactly as his car was a lot lower than mine.

Concerned from his behaviour and clothes he might have been an off duty policeman.
