Decipher this parking sign

This is on a small residential street, no yellow lines, but the parking area is marked with a white dotted line (probably takes 15-20 cars). So, does this mean that you can park a car there but not a van/lorry? Does it mean that only WM permit holders can park there? Does it mean that WM permit holders have some benefit over everyone else? The sign is one solid pier but as you can see, clearly divided into two sections.

I'm still slightly confused - so you have to have a WM permit AND you can only park a car there even if you have one??

I think part of the confusion is the dual sign (and I don't think I have ever seen the upper part anywhere else) but also, permit parking signs usually say "Permit Holders Only" and this one misses out the word "only".

Yes, WM does refer to the locality, not any specific entity.
