Another parking question

In this picture, the carriageway is the tarmac between the two sets of double yellows. The area to the right has always historically been used for parking, but the yellows have been added recently. So, are the Landie and the Vauxhall(?) parked legally or illegally?

I had already seen the lines a few days before I took that photo, so no, that wasn't the case (although I have also heard of that sort of thing happening).

As for LA, I'm not 100% certain but probably Tonbridge & Malling (if it's not county council - Kent).

I've actually just been back down there to walk the dog and just about every space in that lane has a car in it - half term, and the local area with the lakes is popular round here. I didn't hang around long enough to see whether the wardens turned up or not.
