Speeding Question

Have only returned to the UK recently after living abroad for the last twenty years and after some clarification. I also apologise in advance if it's been done to death already.
I have received an S172, requesting the details of the driver for a speeding offence (definitely me). The speed was 37 in a 30 zone. My only excuse was I thought it was 40, as there were only a few houses and they were well back from the road but, guilty as charged. I still have a clean driving licence after 37 years, so though I may be offered the speed awareness course but, my Brother in law reckons it's only offered if your within 10% of the limit. I now assume I'll get a £100 fine and 3 points but, if he's wrong how much is it to attend the SAC and is it worth writing a request for one?

Ended up on the same road last night with a Police car in front of myself but, behind another vehicle. Lead car turned off and police car then sped up and disappeared within seconds. I was sat at 30 (funny old thing) as we still had a couple of hundred yards of the 30 limit left. He must of pushed it to 40+ Obviously, he may have received a call but, no siren or lights. Maybe I'll catch up with him on the SAC if I manage to get one
