Lane discipline getting worse ?

May be just me, or where I drive, but there seem to be more and more drivers who only drive in the RH lane on dual carriageways.
Realistically, there is a need to change lanes to turn right at a junction, but does this really need to be done any more than a few hundred yards in advance.
On my daily commute along a dual carriageway, it is not unusual to see drivers moving into the right hand lane a few miles and half a dozen roundabouts before they actually turn right and often 10mph below the speed limit for the whole distance. This also seems to happen when the road is almost deserted.
Does anyone else see this as a growing problem?
