Any laws on large oil leak from van in road

Be gentle with me as knowing some Pistonhead responses I am going to get possibly slaughtered but picture the scene my daughter and boyfriend have just purchased their first house I have been to look and seems all fine nice newish house on a small cul-de-sac nice well kept front gardens and whilst I have no issue with the large white van parked round the corner(house is corner plot)as I am white van man to I drove by the house the other day when van wasnt there to find the largest fking oil spill/stain on the pavement and road I have ever seen which to be honest is a complete eyesore now am I being anal and need to control my OCD or is there anything I can do !!
