65 plate car in the wild

Not sure if this is the right place for this, please move it if it isn't.

Followed a Jag today with a numberplate starting BV65. Should it not have trade plates and the plate obscured? What if it trips a speed camera etc? Would it even be registered yet? Sorry if these are daft questions, I realise new cars need to be got to their dealers by 1st Sept but was curious.

No, the plate was completely standard and it was clearly a brand-new car, still had the plastic seat covers and a plastic seal-type thing on the boot.

I'm struggling with this really. It's a handful of days before the new 65 reg kicks in. There are literally thousands of cars being delivered to dealerships all over the UK, and you see one, then question it on PH?

The rear trade plate was lying on the rear shelf.
Saw the seat covers because it pulled into a lay-by in front of me and I took a slow cruise past because I was intrigued. The query was because in all my years of interest in cars I'm pretty sure I've never seen a new registration plate early (bar ones on transporters and in dealerships of course), and simply wondered if it was actually "legit" so to speak.

Fair enough, I didn't see trade plates but they could well have been there. Just piqued my interest.

Was talking about this today with another petrolhead and he pointed out - which I had no idea about - that where I saw the car is only about half a mile from Jaguar Land Rover's Warranties centre, so I'm guessing it was something to do with that.
