Private land parking fines accrued, tickets removed daily

Evenin' all.
Summary: vehicle parked (stored, SORN, non-runner) long term in private basement car park, nice area, no troubles. Permit parking notices brought in subsequent to last use. Permit issued, placed on windscreen, no problem. Vehicle inspected and found to be properly parked on hundreds of occasions, over about a year, no fines issued.
Suddenly, neighbour alerts that someone ( ) has been seen removing a parking fine from the windscreen.
Attend vehicle, find a) permit gone and b) 4 tickets torn up and thrown in the footwell (vehicle underground, sans roof).
Appeal made, rejected as you'd expect, option is to go to adjudicator... but in doing so relinquish the option to pay £240 instead of £400.
Worth a go? If so, best arguments to present?
