Should part 9 of the V5C have been signed?

Father in law bought a vehicle but was given green slip+ yellow slip.

Yellow slip (section 9) only has dealer name and signature not the old keeper's signature. Is that likely to be an issue?

Everything is filled in as normal. Just seems like the previous keeper didnt sign section 9 when she sold it on to the trade. The trader has an unfilled V5.

Weird- so he has the full unfilled V5 from my P/X and I have the section 9 from the V5 for my new car- with the green slip too which is fine.
