If a parking sign says "max stay 3 hours, no return within 2 hours".

Does that mean I can park as many times as I want (park, leave, return, etc.) as long as I don't exceed 3 hours parking within a 5 hour period?
Or is it "Do not enter this car park twice within 2 hours even if you are only dropping someone off"?
