Blue and white number below speed limit

There is a 30mph speed limit repeater in my village.
Below the main red and white roundel with "30" on it - there is a smaller square blue and white sticker applied directly to the pole with "70" on it - facing the same direction as speed limit roundel.
Any idea what (if anything) this denotes?

Actually it is right - according to that map there is also a road route 70 (purple on the map) running from South of Macclesfield to Chester.Back to the drawing board...
