Wheelchair on the road

Driving along a busy B road approaching a junction for the A3 around a mile away ahead. On the opposite side of the road is a very elderly gentleman in a wheelchair going along the road. Not a motorised wheelchair or mobility scooter but a regular push wheelchair and please note no pavement, he's in the road. Behind him was a queue of traffic backed up. Couple of huge articulated lorries and maybe a couple of dozen assorted vehicles.
To me he looked in extreme danger, I wondered whether he'd discharged himself from a care home so called it in. I was surprised when the Police asked if he was driving the wheelchair irresponsibly, he wasn't. I explained that he looked as though he was in a very dangerous position but was told it wasn't a Police matter as he was entitled to use the road "just like a cyclist". In the end I apologised if I'd wasted Police time but remain surprised.
