Speed Limit Signage

"Mr Temperton said it was not a legal requirement to have the sign, as there was already one on the other side.."
I was under the impression that the start of a 30mph limit required two signs, one on either side of the road.
For reference, this is the change of limit on an unlit rural A road 50mph limit to an urban, street lit 30mph limit, and it's the sign on the left hand side that's missing.
