xbox live sign up problems

trying to sign up lad to xbox live.

going through the sign up process on the xbox from his profile.

he enters his details and because he's under 13, it then asks me to verify his account.

i sign in to my xbox live account but then have to provide credit card details and address.

It then starts to update before putting up a message saying the service isn't available and to try again later.

Tried on 3 separate days having verified and checked both accounts have the correct details but every time it kicks me out.

Can't see anything on the Xbox support pages about this issue.

Any help / suggestions?

Go on the Xbox website and use the live chat function. Take note of the error code, they will want to know what it is.

There's no error code given - just the message saying to try again later.

But i'll live chat on the website later
