Alternative to the Shard for "experience" lunch?

We need to take an elderly relative out for afternoon tea and had considered the Shard, however I gather the restaurant is not near the top.

Is the Shard still worth doing or are we better off elsewhere? Ideas appreciated.

She would be overwhelmed by Cladidges I think. She is quite a humble sort.

How far up the Shard is the Shangri-La. I had a look at the website but couldn't find that info.
