Winchester "the best place to live" - Are they taking the p?

Not that Winchester isn't a nice place to live, but apparently, "One key measure was Winchester's weekly earnings which, at £824, were found to be 27% higher than the UK average of £646."
The implication is that if you live in Winchester you'll earn more, but the reality is that people live there because they already earn loads, not that they'll earn more simply by moving there.
In other news, apparently Monaco is a good place to live, due to the local average earnings...
