That change was to allow traffic from the Outer Ring Road to get onto the A64. Yes it snarls up the traffic on the 64, but it stopped traffic going through York to get onto the 64 at other spots.julianm said:

I've seen them used. After accidents, they pull/shove/push the damaged cars to them in order to get the traffic flowing again. The one near Hazelbush gets used a lot, although thats more down to how dangerous that junction is than anything else.
