It has been a few years in setting up. They have already changed the date from when it was originally planned. clerk said:
We are in final negotiations with land owners regarding the spectator areas which will have catering and toilet facilities. We also hope to have some sort of PA system and a commentator to entertain the spectators.
The full route will not be released to the general public until closer to the event, to stop wanna be boy racers trying to be rally drivers. If you live on the route, you will have received either a letter or visit from one of our resident liaison team.
I hope this answers your questions. We will be launching our new event website shortly where all this information will be available. The address is: www.southyorkshirestagesrally.co.uk

It isn't in the Town council's powers to approve the road closures, this statement on the Borough council's site is noncommittal about supporting the event - https://www.barnsley.gov.uk/news/cabinet-to-consid...
I wasn’t suggesting Penistone Town Council were making a decision to enable the event to run, just that the minutes make mention of the progress (rather than finalisation) of the event arrangements. From Barnsley Council website it looks like they’ll make a decision mid-Nov, the papers are online and include the stage maps. It’ll be hilly in places!
thats a shame but i have to say not unexpected, less than a month out and not approved, no word on viewing areas.
I'm sure there were more ommissions we're not aware of
Most of the roads are barely used, but of coure the 6 people who might use them would kick up a stink. It was the same with the Holme Moss hillclimb that was supposed to take place, never happened becasue they couldn't get approval for the closures, instead "competitors" got to take un untimed ceremonial run up.
