My guess is that they didn't anticipate the reaction of the crowds to the song. The ceremonies are planned in detail so far in advance that they didn't want to risk changing anything at the last minute.
That seems like a plausible theory Gary.

The night of the closing cerimony, I was on the road and listening to it on 5-Live. All the BBC commentators and pundits were talking as if they expected it. I thought they were lining the listeners up for some sort of surprise reveal.

I suppose, if I hadn't been listening to that, it might never have occurred to me.
