Snapped Bolt Aberdeen

Does anyone know of a mobile mechanic in the Aberdeen area that would be able to extract a bolt that has a broken head? One of the bolts snapped when I was changing the thermostat on my BMW and so far it has resisted all my attempts to get it out as it's fairly well corroded in there.

There's still between 10-15mm of the bolt protruding from the surface. I've already had a pair of nuts on to try and shift it but no luck, I've tried heating it up but I doubt I got sufficient heat into it due to my fear of setting fire to the serpentine belt.
Easy outs would require a hole to be drilled first but unfortunately there isn't enough room for a drill to get in there.
I reckon welding a nut on to what's left would be the best option at the moment but would need to get someone who can weld to do that for me.

I've tried Plusgas and the Halfords shock and release stuff.
I'm going to grab some Loctite freeze and release from Autosave on the way home as I don't think the Halfords stuff is much good.

As welding a nut seems to be the best option, does anyone know of a mobile welder in or around Aberdeen?
