Temp Lights in Crowthorne, due to lazy pedestrians?

I cannot think of any other way of describing it. Because pedestrians cannot be arsed to cross the road, they have put in temp lights for 6 weeks.
Received late today from Highways Dept, BFBC - notification of traffic management on Crowthorne High Street - starting immediately, until approx 6th May.
"There is currently some hoarding externally on Manhattan House which has closed the footway.
We have reviewed the current traffic management which is adequate however pedestrians are ignoring signage and walking into the carriageway into the oncoming traffic rather than walking back to the crossing point.
It is highly likely that we will have to request that temporary signals are placed on the carriageway to allow a pedestrian walkway in the carriageway. These will be in place 24 hours a day and manned during peak hours. This may impact on congestion in the High Street. We feel that this will ensure that pedestrians are safe. The hoarding is in place until 6th May"
