2001 Fiesta - How stiff should the steering be?

Was having a look over a car up for sale, the steering is very heavy, almost like its not PAS. vendor is claiming "all sweet & they are all like that" but something tells me the PAS pump is going/gone

I did try and steer with the engine off, that was not heavy, it was something the other side of heavy, damn near impossible.

Very nimble nippy car, still miss it!

Sounds like the PAS is gone then, it was no where near as light as I would expect for a small modern car (city mode not included)
