Poor tyre wet handling

I am starting to wonder if it is just my "rubbish" tyres causing instability on wet surface. I just had 2x new Mitchelin Primacy 3 installed on the front on my diesel Passat and they are dangerous in the rain. They replaced worn Pilot sport 3. I thought those were shockingly bad in the wet, but Primacy takes it to a new level of unpredictable steering and wheel slip. Rear end had Avon ZV5 and feels better behaved (i.e. it doesn't slide about sideways).
I know I'm used to running all season tyres on previous car and it had epic level of stability whatever the weather. Only sheer ice caused me some scare, but snow or rain didn't make a difference.
Is it more like Mitchelin summer tyres are unsuitable for Scotland, or shall I be concerned about some mechanical issues with the Passat?
