Can you powder coat over filler?

I've got a Bike frame I want to have powdercoated, it's aluminium and has a dent in the down tube which I'd rather not see every time I ride it.

I'll get it blasted by the coaters so it's bare metal either way, but will they be able to powdercoat over body filler or chemical metal or any similar products?
Otherwise I'll have to paint it, which I'd rather not to in the damp winter.

I'll be getting it done Matt or satin black and even a little bit of blooming would be better than the sent that's there at the moment!
